Weed and Seed is a community and law-enforcement partnership for neighborhood revitalization.
This unique, two-pronged initiative was launched by the Ridge-Schweiker Administration to assist Pennsylvania community to fight back against illegal drugs, crime and poverty to restore quality of life. Aliquippa has been a state Weed and Seed community since 2002.
The program's name describes its two critical components:
- To first 'weed out open-air drug markets and violent offenders.
- Then, to 'seed' neighborhoods with revitalization strategies, programs and services.
'Weed' is designed to reduce criminal activity through a cooperative effort of local and state law-enforcement agencies. 'Seed' is designed to improve neighborhood quality of life by using an innovative, research-based team approach in which service providers and residents work together to address specific and essential needs. This comprehensive effort empowers citizens to create communities that are prosperous and safe for a better future.
Community participation and long-term effectiveness of seed strategies are the keys to the success of the Pennsylvania Weed and Seed Program.

Federal Home Loan Bank of Pittsburgh and its Partners
The Federal Home Loan Bank of Pittsburgh Blueprint Communities initiative was launched by the Rendell Administration on August 9, 2005. It serves as a catalyst to revitalize older communities and neighborhoods by:
- Fostering strong local leadership, collaboration and development capacity.
- Serving as a catalyst for revitalization based on sound local and regional planning.
- Encouraging coordinated investments in targeted neighborhoods by public and private funders via a 'funders' network' concept.
All aspects of development – including housing, infrastructure, economic stimulation and healthy, safe surroundings – are addressed in this holistic approach to comprehensive community development.
